Mayor Benjamin S. Lim called the attention of Liga ng mga Barangay president Eric Muñoz to the collective complaint of members of the different barangay councils and punong barangays of Dagupan regarding his perennial absence in the meetings of the Liga, and in the Sangguniang Panlungsod sessions.

 

"More alarming is your failure to call for quorum in the Liga meetings. It seems that you have lost moral authority over your constituents," Mayor Lim said in a letter dated September 6 to Muñoz.

 

Lim stressed that not only the Liga ng mga Barangay, but the public as well, has started to notice Muñoz’s shortcoming, and worse, they now see him as incapable of performing the duties and functions of the head of the reorganization.

 

The mayor cited the clamor for a change in the leadership of the Liga where in fact, an election was held on March 24 at the City Museum. However, through the intervention of the National Liga ng mga Barangay, which declared the election invalid, Muñoz is still recognized the rightful president up to the present.

 

"With all due respect to the decision of the National Liga ng mga Barangay, I kept my peace, hoping that you would make a move to resolve your differences with your colleagues," the mayor pointed out.

 

He emphasized that the discord within the Liga must be resolved as it has greatly affected the performance of the organization. "This could not go on," he said.

 

Mayor Lim offered his support to Muñoz so that the latter will be able to arrive at a compromise or resolve the issue.

 

Lim suggested Muñoz to convene the Liga within seven days from receipt of the letter even as he offered to mediate, and speak to the colleagues of Muñoz to ensure a quorum. Lim said that even Vice Mayor Alvin Fernandez promised to be present during the meeting.

 

In his response to the letter of Mayor Lim, Muñoz said that despite all the adversities, he still managed to keep intact the institution itself despite the cracks committed by the uncooperative members. "But I am still hoping and looking forward that those who are up in arms against me will never succeed," he said.

 

He underscored that the some of the issues besetting his leadership are but shallow smear campaigns against him coupled with the malicious intent to unceremoniously oust him as the president through unlawful means. (Sunshine D. Robles)

Dagupan City excels anew as a newly-initiated "Dream City," in which the city is envisioned as "Premier City of Northwest Luzon by 2030."

 

The city had undergone six-month initiation process through a series of consultative meeting on Public Governance System (PGS) conducted by the Institute for Solidarity in Asia (ISA)

 

The initiation culminated during the "Mahal ko ang Pilipinas" national conference on August 30 at Hotel Philippine Plaza in Manila where Mayor Benjamin S. Lim presented the Dagupan City Road Map.

 

"Our purpose is to provide opportunities for excellence for every Dagupeño and other stakeholders catering to the needs of the Northern Luzon Region and the global market," Lim said during the presentation.

 

The city’s road map was designed as a parallel effort to track the implementation of the 10-point agenda set by Mayor Lim at the start of his term in 2001.

 

Among the key points of Mayor Lim’s 10-minute presentation included:

 

Achieving professional corps of civil servants by 2010 through a top-to-bottom reorganization, regular department heads meeting, team building of key officials and continuing human resource training and development;

 

The establishment of a Special Economic Zone by 2010 which will house the Bangus Processing Plant, waste water and sewerage treatment plant, MRF, composting and residual waste containment facility, housing facilities for Department of Environment and Natural Resources (DENR), government employees and ecozone workers, LGU-NGA one-stop government center, international convention center and shopping complex, hotel and marina complex with lighthouse and baywalk and BFAR-aquatic research and training center;

 

Putting in place modernized traffic management system by 2010 through coding and day-off system to limit vehicular traffic, fully-equipped motorcycle riding and radio-equipped traffic enforcers and pay parking and towing systems;

 

Setting up a city wide sewerage system by 2015 with the integration of drainage system with sewerage system and integration of billing system for water consumption and sewerage services under the water district;

 

Completion and full operation of the bangus processing plant, thereby affirming the status of the city as the Bangus Capital of the World by 2010, and transforming the city into a regional government center, and the Tondaligan Park into a world-class tourist destination by 2015.

 

 

 

The mayor also cited the various telecommunication companies in the city like PLDT, Bayantel, Globe, Smart, Digitel, and the Department of Transportation and Communications Telegraphic Office which can provide the following bundle of telecom services: lease lines for domestic and international communication; IP virtual private network; international frame relay; high speed data transmission; high performance packet switching service; and private networking.

 

The road map presentation of Mayor Lim was most applauded among the newly-initiated Dream Cities.

 

Accompanying the mayor during the conference were: Vice Mayor Alvin Fernandez; Councilor Vladimir Mata; City Administrator Rafael Baraan; University of Luzon vice president for academic affairs Aurora Samson-Reyna; Lito Reyna; Philippine Chamber of Commerce and Industry regional director Nelson Yuchongtian; Environmental Consultant Nicanor Melecio; Dagupan City Heritage Commission chairman Baby Prieto; and Dagupan City Bankers Association president Norman Velasco.

The city government of Dagupan has trimmed down its bloated bureaucracy as a prelude to the reorganization program and to generate savings of at least P1 million a month.

 

In his talk to media, city administrator Raffy Baraan explained why Mayor Lim ordered the termination of a substantial number of technical consultants and emergency workers "effective at the close of office hours of August 31, 2006."

 

Baraan said that the reorganization plan is now in its final stage prior to its implementation even as he pointed out that the termination of some consultants and emergency workers forms part of the whole reorganization process.

 

He assured that the services rendered by the city government will not be affected as the positions held by the emergency workers will be replaced by regular employees.

 

He clarified, however, that EWs who handle vital and highly specialized positions will not be terminated. He cited as example the POSO traffic enforcers who had undergone long training before they were deployed to man the traffic.

 

"I always say that some EWs are performing very well but we have to give up most of them temporarily," Baraan stressed even as he said that qualified EWs will be given the first crack to fill in regular positions later during the reorganization process.

 

Baraan said that the action will allow plantilla position holders, who were then not being maximized by their superiors, a chance to shine and perform their duties efficiently.

 

"We have to judiciously use our scarce resources and therefore we do not want to waste the money we are paying for our regular plantilla position holders by hiring emergency workers to do their job," Baraan said.

 

Before the termination of the employees, a team had been created to study the procedure in order not to affect the quality of service of the city. The team was made up of personnel from human resources management division of the city mayor’s office, city accounting office, city budget office and city treasurer’s office.

 

The team had a meeting with each department head to assess the function and responsibility of each emergency worker assigned in their respective offices whether they can be replaced by a regular employee.

 

The team finally submitted to the mayor and the city administrator the matrix containing the names of each emergency worker and his or her subsequent replacement from the ranks of regular employees. Baraan said that about 65 to 70 percent will be removed from the total 255 emergency workers employed at the city government before the massive streamlining of the bureaucracy.

 

He also said during the interview that in the reorganization only 400 plantilla positions from the original 600 posts will be filled up. There will also be no emergency workers during that period, he added.

 

In separate occasion, Baraan said that the ultimate goal for the reorganization is to make the bureaucracy "lean but mean." (CIO)

The eight pilot barangays of project PROMISE (Program for Hydro-Meteorological Disaster Mitigation in Secondary Cities in Asia) attended a three-day early warning system and evacuation planning workshop on August 29 to 31 at the city museum.

 

The activity intended to increase the knowledge and skills of the pilot areas in flood preparedness and prevention and to guide them to develop a community early warning system and evacuation plan.

 

"I see some hope in the barangays that are now involved in project PROMISE. I can see your growing sense of awareness that you yourselves have to do things on your own," City Administrator Rafael Baraan said in his talk.

 

He said that he sees the sense of commitment of the 8 pilot areas to use their inherent capabilities without fully depending on the city government.

 

Baraan encouraged the pilot barangays to take the lead and continue with the kind of zeal and commitment they are currently demonstrating.

 

"If this project is the one that will really awaken our people in order to realize that they have something to contribute and that they have the capability to stand on their own, then I will recommend the implementation of PROMISE in all barangays," he declared.

 

On the first day of the workshop, officers from the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) served as resource speakers.

 

Venus Valdemoro, OIC, Public Information and International Affairs, discussed brief profile of PAGASA and its disaster preparedness program, while Ninio Relox, senior weather specialist, National Disaster Reduction Branch, shared the process of weather forecasting and flow of information and explained the various kinds of hazards. Arturo Ladislao, senior weather specialist, Flood Forecasting Branch, explained how floodwater flows from upstream to downstream.

 

With the new information, each barangay upgraded and improved its flood hazard and risk map which was produced during the community-based disaster risk management workshop.

 

Early warning system for flood, typhoon and earthquake and the importance and content of an evacuation plan were explained on the second day.

 

The third day focused on the initial formulation of early warning system plan and evacuation plan of each barangay.

 

To ensure successful evacuation operations, each of the pilot barangays were asked to come up with a detailed evacuation plan.

 

The technical working group from the City Disaster Coordinating Council (CDCC) will guide the 8 pilot barangays in the finalization of their respective early warning system and evacuation plans.

 

The 8 pilot areas for project PROMISE are: barangays Bacayao Norte, Bacayao Sur, Lasip Chico, Lasip Grande, Pogo Grande, Mangin, Salisay, , and Tebeng. (Sunshine D. Robles)
